Locke is the Senior Manager of Trade Compliance Risk Management at Globaleyes and supports clients in all aspects of international trade compliance. Locke Is highly skilled in export/import compliance and has prepared hundreds of Department of State and Commerce export applications, developed and provided live compliance training to include U.S. Customs requirements, developed and implemented compliance programs, procedures and tools designed to increase awareness and knowledge of international trade compliance policies, laws, and regulations.

Locke previously worked at United Technologies Aerospace Systems (UTAS) as part of technology management group that provided jurisdiction and classification for items on the Commerce Control List (CCL) and United States Munitions List (USML). He assisted in the classification of over 96,000 aircraft parts and components and technical data related to various aircraft parts and components. He was responsible for drafting and implementing a Technology Control Plans (TCP) at the UTAS Tullahoma site and assisted various programs throughout the division in drafting and implementing Program Control Plans (PCP).

We see potential

Locke served as the Investigations and Voluntary Disclosures division lead where he was responsible for oversight and management aspects of the investigation and corrective actions process, which included conducting investigations of potential violations, determining root cause and developing effective corrective actions, and writing voluntary disclosures to governmental agencies. He led the site through two Special Compliance Official visits and was responsible for all international trade compliance activities at the Tullahoma manufacturing site.

Prior to UTAS, Locke was an export compliance analyst at Globaleyes and provided extended on-site licensing support for a major aerospace and defense firm performing tasks in multiple aspects of international trade compliance. He utilizes his mechanical engineering and compliance backgrounds to provide jurisdiction determinations, commodity classifications of products and license determinations in accordance with import and export regulations. He created, implemented and managed compliance process changes to support improvements, submitted numerous electronic export applications, shipping documents and filed all required information with the Automated Export Services (AES).

Locke is also proficient in using SAP’s GTS software and OCR Services’ EASE software.

Locke holds a Bachelor of Science Degree in Mechanical Engineering from the University of North Texas, is a Pi Kappa Alpha, past member of University of North Texas Rugby Club,

American Society of Mechanical Engineers (ASME), Eagle Scout Association of UNT, and is a member in good standing with the Society for International Affairs.
